Minutes of Meeting

The Special Meeting of the Housing Authority of the City of Norwalk was held at 6:00 PM Thursday, July 23rd, 2020.

Meeting began at 6:10 pm. 

Chairman Ingraham opened the meeting via Zoom video and recognized the following commissioners present - Commissioner Dupervil, Vice Chair Brenda Penn-Williams, and Commissioner Liza Bermúdez- Montgomery. The existence of a quorum was established.   

Report of the Secretary:

Mr. Bovilsky announced upcoming Regular Meeting dates - Thursday, 8/13/2020 & Thursday, 9/10/2020 at 6:00 PM.

New Business:

17-11 Commissioner Dupervil moved to approve:

a. Colonial Village Relocation Plan.

Commissioner Brown seconded the motion.

Adam turned the meeting over to Kras Carlucci. Ms. Carlucci explained that an essential part of the renovation of existing 200 Colonial Village units is a plan for the temporary relocation of resident families. The relocation plan presented tonight provides a specific guide for NHA and residents as they safely move out of existing units and return to their newly renovated units. With the assistance of the Glendower Group this plan will be predominantly executed by existing NHA staff. During this time strict attention will be paid to COVID19 guidelines. For the 10 or so families that will have to move off site, every effort will be made to keep families within the same school district. As these tenants will remain NHA tenants during the relocation process, residents will not be required to undergo credit and criminal background checks prior to returning to their units. Mr. Bovilsky stated that during this process, every attempt will be made to provide residents a level of choice.

17-12 Commissioner Dupervil moved to approve:

b. the selection of Brook Jeffrey for consulting services including rebranding, mission/vision/values, and the development of a new website for a sum not to exceed $49,880 plus a 10% contingency to cover additional services.

Commissioner Brown seconded the motion.

Mr. Bovilsky stated Brooks Jeffrey experience developing efficient and user-friendly Housing Authority websites in addition to its ability to interface with NHA systems would provide an effective platform for both residents and NHA staff .

17-13 Commissioner Dupervil moved to approve:

c. Resolution authorizing acceptance of the offer of the State of Connecticut to pay $2,080.00 in compensation in return for taking approximately 63 sf of land at the entrance to the Seaview apartment complex on Fort Point Street.

Commissioner Brown seconded the motion.

Adam stated that this is part of the Walk Bridge Project and the use of this small parcel of land will allow the State to widen the street near the entrance of Seaview Apartments. Donna Lattarulo stated she had reviewed sales data and suggested compensation was fair and recommended moving forward with the sale. The State will pay for signage for the property which currently sits on the land to be taken.

17-14 Commissioner Brown moved to approve:

d. CNI Program Income Budget

Commissioner Dupervil seconded the motion.

Tom Ivers stated that this budget reflects proposed sources/uses of CNI program income. If passed tonight, this budget would be sent to HUD for feedback and final approval.

17-15 Commissioner Brown moved to approve:

e. CNI Budget Amendment

Commissioner Bermúdez-Montgomery seconded the motion.

Mr. Ivers stated the purpose of this budget amendment was to streamline the final expenditures of CNI grant funds within the CNI required guidelines and timeframe.
