ROSS Economic Self-Sufficiency Specialist

REPORTS TO: PARTNERSHIP MANAGER
POSITION SUMMARY: A position focused on outreach, recruiting, coaching and supporting clients for the Resident Opportunities and Self-Sufficiency (ROSS) Program. Assist clients with identifying their basic needs and barriers, establish short-term and long-term goals toward financial self-sufficiency. Recommend services, education, and training to meet their needs. Maintain and enhance an established network of strategic partnerships (service providers, businesses, and employers) that enable ROSS clients to reduce barriers such as underemployment or unemployment, limited English proficiency, credit/debt, childcare, transportation, food insecurity, education, health and wellness, and more.
ESSENTIAL FUNCTIONS:
Outreach and Recruitment:
• Develop and implement creative marketing and community outreach strategies for NHA clients related to the ROSS program.
• Recruit new and continue to support/coach existing ROSS participants.
Goal Building and Participant Support:
• Work with participants to develop self-sufficiency goals which may include employment, financial literacy (grow savings, build credit, reduce debt), education and health and wellness.
• Coach participants to achieve financial self-sufficiency toward their goals while removing and resolving barriers.
• Maintain regular contact with each participant to ensure progress is being made toward their established goals and adjust as needed.
Services, Employment and Program Referrals:
• Coordinate the design and delivery of services along with supportive service partners for residents.
• Establish and maintain employment and service provider partnerships for program referrals including employers, community organizations, businesses, and health and wellness providers.
• In concert with the skills and resources of the Self-Sufficiency team, schedule and promote programs and workshops related to education, financial literacy, employment, and health and wellness.
Program Monitoring and Reporting:
• Ensure requirements of the ROSS program are met. Utilize NHA's tenant management system, HUD software systems, MS Excel and other software tools to track, update, enroll, and monitor participation and program outcomes and success on individual and agency-wide basis.
• Provide timely, regulatory-required reports to NHA and HUD stakeholders. Assist as needed to apply for and report on self-sufficiency related grants, programs and funding sources.
ADDITIONAL REQUIREMENTS:
Required Knowledge, Skills, and Abilities:
• Bilingual Spanish and/or Creole preferred.
• Ability to manage a large caseload of families with diverse needs.
• Proven ability to communicate effectively and clearly in writing and orally. (Residents, Staff, Management, Partners)
• Experience with social media outreach a plus.
Education and Experience:
• Minimum of four (4) years of demonstrated project management.
• Graduated from an accredited college or university with a bachelor's degree in a social science, human services, public administration, or a related field.
• Extensive experience in an area directly related to the position may substitute for the college degree requirements, provided the candidate can demonstrate that he/she has satisfactorily completed at least two (2) years of college.
Special Requirements:
• Must be bondable.
• Possession of a valid State of Connecticut Driver's License.
