Title: Assistant Property Manager
Reports to: VP of Development, and assigned duties by Property Manager
Salary: $32-$35 per hour
Hours: 20 hours per week (Part-time)
Start Date: July 15, 2024 (tentative)

Description:
Sound Communities, Inc. is the development arm of the Norwalk Housing Authority. The mission and purpose of Sound Communities is to create and preserve affordable housing. Sound Communities is currently building a new, affordable, multifamily rental housing community in Norwalk. It also has plans to expand the number of properties under its management over the next 5-10 years.
The Assistant Property Manager of Sound Communities will play an integral role in marketing and leasing up available units, tenant income certifications, tenant meetings, compliance reporting, vendor contracts, and other management duties.
The ideal candidate for the Assistant Property Manager position will have experience in real estate or property management. The Assistant Property Manager must be able to communicate respectfully with people from different backgrounds, create and maintain organizational systems, pay close attention to details, and work on site. The Assistant Property Manager must also be trained in Low Income Housing Tax Credit (LIHTC) compliance, which involves completing a two-week online course and passing an exam prior to starting the position.
NOTE for internal candidates: There is the option for a qualified part-time employee of the Norwalk Housing Authority to combine this role with their current position and receive a full-time salary with benefits.

Responsibilities:
- Follow direction from and assist the lead Property Manager at the development
- Complete accurate income certifications for prospective and current tenants, per LIHTC guidelines
- Show and lease apartments and handle telephone inquiries
- Support advertising and marketing activities for the property
- Communicate with residents through newsletters, community activities, and tenant meetings
- Provide excellent customer service to tenants and resolve tenant complaints and requests
- Liaise with Section 8 staff at Norwalk Housing Authority
- Maintain orderly and up-to-date tenant files
- Adhere to Fair Housing Marketing requirements and all policies relevant to the property
- Procure and help manage vendors and contractors per policy
- Process invoices and maintain accurate records for bookkeeping and audits
- Inspect the property daily and communicate with maintenance staff regularly
- Coordinate with partner agencies that provide services to tenants, including the Norwalk Housing Authority Learning Center staff
- Participate in professional development trainings
- Other responsibilities related to Sound Communities, as needed

Qualifications:
- 2-5 years' work experience in managing multifamily properties, or related field
- Strong attention to detail and excellent organizational skills
- Good at building relationships and providing excellent customer service
- Enjoys working in a dynamic, team environment and being around people
- Experience in managing budgets
- Proficient at Microsoft Word, Excel, PowerPoint, and Outlook
- Understanding of Low-Income Housing Tax Credit (LIHTC) program and compliance, a plus
- Fluent in Spanish or Haitian Creole, a plus
